I get this questions all the time.
"Why can't the software resize the image for me?"
Because the FCK editor your using in the Content Manager will take a 1024x768 image with a file size of 150k and resize it's dimensions (width and height) to whatever dimensions you want but the image size (150K) will not be changed. So when your customer visits your site, they will still have to load a "large" size (not dimension) image into the website. It's best to load thumbnails of the image then setup the image to be a link to a larger image. So you'll need to upload 2 images.
Microsoft offers a free "Image resizer tool" that can resize the image for you to whatever dimensions you'd like. This works with Windows XP/2000

Play with it a bit on a couple of duplicate images on your computer.
